Everything You Need To Know About Drone Surveys In Singapore

Most developers and architects I talk to have the same response when I mention drone surveys: “We already use a surveyor for that.”

Fair enough, but here’s what happens from my experience:

Contractors reach out to us when their earthwork quotes don’t line up with old survey data. I’ve seen architects send over site plans that are a decade out of date, and no one updates them before design work kicks off.

Engineers call halfway through projects because their cut-and-fill calculations were based on bad elevation info, and suddenly, the earthwork budget gets blown out of proportion.

Most of these headaches, delays, and cost overruns come from collecting site data the old-school way: slow, expensive, and often out of date.

Drone surveys fix this. And in Singapore, where redevelopment moves fast and every permit and deadline matters, getting site data right from the start makes all the difference. Otherwise, you just make a small problem ten times harder to solve later.


What is a topographical survey, and do I need one?

A topographical survey maps the physical reality of your site: elevations, contours, existing structures, drainage paths, vegetation, and man-made features.

It lays the foundation for every architect, engineer, and contractor working on the site.

Imagine your redevelopment application keeps getting sent back because the site measurements didn’t add up?

Outdated floor plans, missing elevation data, and inaccurate area schedules are usually the main cause.

The good news is that you can get all of that information with a drone topographical survey and save yourself all the frustration.


What does a drone actually change about this process?

Quite a lot.

Traditional surveys use a ground crew with total stations and GPS receivers, measuring individual points one at a time across the site. Accurate for small plots.

For anything larger, it’s slow, expensive, and the data you get back is often less useful than what a drone produces in a single flight.

For instance, a single drone flight can map hundreds of acres in one session, capturing areas that would take a traditional ground crew days or weeks.

Moreover, drones can cut time and costs by a minimum of 50 to 70% compared to traditional ground methods.

For APS specifically, we use the RTK module on the Mavic 3 Enterprise, which captures centimetre-level accuracy across the entire site. So what you get isn’t just a set of survey points on a CAD file. It’s a navigable 3D model your architect can open on day one and actually use.


What deliverables do you get?

Depending on your project, drone survey outputs typically include:

Orthomosaic map — a georeferenced aerial image of the entire site with centimetre-level accuracy. Useful for site planning and authority submissions.

Digital Elevation Model (DEM) — precise elevation data for every point on site. Essential for drainage planning and cut-and-fill calculations.

Contour map — elevation rendered as contour lines, the standard format for architectural and engineering plans in Singapore.

3D mapping — a measurable, navigable 3D model that integrates directly into AutoCAD, Revit, and BIM workflows.

2D site plan — a scaled plan showing all existing features, structures, and boundaries.


Do you need a licensed LSB surveyor?

Yes, you do.

Topographical surveys in Singapore fall under the statutory purview of the Land Surveyors Board, governed by LSB Directives. Only a Registered Surveyor can certify survey data for official submission purposes.

In plain terms: if your project requires certified data for a URA, BCA, or SLA submission, you need a Registered Surveyor to sign off on the output.

The drone captures the data, but you need a surveyor to certify it.

For everything else, internal planning, feasibility, design coordination, construction monitoring, and industrial site tracking, drone mapping data on its own is sufficient, faster, and cheaper.

How much does a drone survey cost?

Traditional ground surveys for small to medium sites typically run between $2,000 and $10,000. Drone surveys start at $1,500 for small residential lots and scale from there — generally 2 to 5 times cheaper than the equivalent ground-based method for larger sites.

APS rates: For a site roughly the size of 6 football fields, drone flying costs S$999 and the 2D model processing comes to S$799. A total of S$1,798. Pricing scales with site size and complexity.

3D modelling is priced separately depending on requirements

If your site is within 5km of Changi or Seletar Airport, we can provide a tether system and help you apply for a permit, but factor in 2 to 3 weeks for CAAS processing.


What are the uses of topographic surveys?

Landed redevelopment
Your architect needs precise site data before creating plans, and a drone provides that data faster than a ground crew. Plus, the 3D model fits directly into their design platform from the start.

Industrial sites and large plots
You can track changes over time, calculate earthwork volumes, or document existing conditions across a large area. Drones can cover these spaces quickly and accurately, even in tough terrain.

Roof surveys
You can map rooftop installations, solar panel layouts, or existing roof conditions without sending anyone to work at height.

Active construction sites
Drones help with tracking progress, documenting as-built conditions, and calculating volumes throughout the construction process.


How to prepare for a drone survey

Three things make the process smoother on your end.

1- Know what you need the data for before you call. The format required for a URA submission is different from what a contractor needs for earthwork planning. Knowing this upfront avoids a second mobilisation.

2- Check your site’s proximity to Changi or Seletar Airport. Within 5km means tether system, longer permit lead times, and earlier engagement required.

3- Have your site boundaries defined. The more precise the brief, the more accurate the output.


Is drone mapping more expensive than traditional methods?

No. For a typical 20-acre site, a traditional ground survey costs between $15,000 and $25,000. A drone survey of the same area costs significantly less, often 2 to 5 times cheaper.

The only scenario where traditional methods may be more cost-effective is for very small plots under 2 acres, where mobilisation costs are comparable and a ground crew can work just as fast.

For anything larger, drones are definitely the better choice.
