Price Variations in Topographic Surveys, Explained.

S$2,500. S$7,000. S$12,000.

Three quotes. Same site, same deliverables, no explanation…

If you’ve ever commissioned a topographic survey in Singapore, there’s a good chance you’ve been staring at wildly different numbers, wondering if you’re about to get ripped off or if the cheapest option is going to cost you more down the line.

It’s maddening, I know… And the industry doesn’t exactly make it easy to figure out what’s going on.

As a seasoned industry expert, I felt it was my duty to clarify this before you spend a single dollar on a survey.


So why are the quotes so different? Strap in

We’ll start with the biggest one: traditional surveying.

A crew on foot using total stations and GPS receivers will manually capture individual points in your site, one by one. The process is genuinely labour-intensive and painstaking.

For a 20-acre site, they’ll typically charge between S$15,000 and S$30,000, and it takes one to two weeks to complete. That cost reflects real time, manpower, and field effort, so it’s not necessarily inflated.

However, just because it’s justified doesn’t mean it’s necessary…

Drone photogrammetry, for example, can cover the same 20 acres in a single flight and produce comparable outputs in a fraction of the time.

When you integrate RTK GPS into a professional-grade drone, you’re getting centimetre-level precision that satisfies the requirements of most construction and redevelopment projects in Singapore.

The cost? Roughly S$3,000 to S$6,000 for the same site.

Pretty wild, right?

But let’s break this down further, because there are still significant price discrepancies among drone providers themselves.

So why does Drone Company A quote S$7,000 while Drone Company B comes in at S$2,500 for something that appears almost identical on paper?

Sometimes it’s the methodology. But more often than not, it’s the overhead structure.

Some drone companies flaunt their oversized fleets, large offices, and an army of pilots that sit there idly because the supply is far higher than the demand.

But there’s more: they’ll promote their latest drone models even when they’re not the most appropriate tool for the job.

They see it as something to be proud of. I see it as operational bloat being passed on to the client’s pockets without their knowledge.

When I started APS, I knew I had to keep operations lean for the sake of everyone involved.

With us, a site roughly the size of six football fields costs S$999 for the drone flight and S$799 for the 2D model. We use the best enterprise drone for the shoots, and we don’t need that fancy pool table at our office. Period.


But how do I know if the data is actually accurate?

Fair question, and an important one, because inaccurate survey data doesn’t just cause headaches. It causes design errors, construction failures, and earthwork budgets overflowing mid-project.

I’ve seen it happen. A contractor gets a quote, commits to a cut-and-fill estimate, and then discovers the elevation data they were working from didn’t reflect actual ground conditions. Expensive doesn’t begin to cover it.

For drone surveys specifically, accuracy comes down to two things: the GPS technology onboard and the quality of the data processing afterwards.

RTK (Real-Time Kinematic GPS) corrects common GPS errors down to the centimeter. Our Mavic 3 Enterprise drones carry an RTK module for exactly this reason.

You can get a beautiful, accurate representation of your site that makes Google Earth look like an ancient satellite snapshot from the 60s.

One thing to note is that the processing stage matters just as much as the flight itself.

Raw aerial imagery is useless until it’s processed into orthomosaics, elevation models, and contour maps. That’s the corner that gets cut when providers undercharge.

Always ask what kind of software they use and what accuracy tolerance the final deliverable carries. Any serious operator should answer that without hesitation.

Furthermore, if your project requires certified data for a URA, BCA, or SLA submission, you’ll need an LSB-registered surveyor to sign off on the output. The drone collects the data, but you need a registered surveyor to certify it.

Make sure you also ask whether a certification is included.


What about boundary disputes? Does a topo survey protect me legally?

This one trips people up constantly… and understandably so.

Here’s the thing, a topographic survey and a boundary survey are two completely different instruments. A topographic survey maps the physical reality of your site. It tells you what’s on the ground and how the land sits.

A boundary survey, however, establishes the legal property lines. That’s the document you need if you’re in a dispute with a neighbour about where your land ends and theirs begins.

Boundary surveys in Singapore are done by LSB-registered surveyors. They are the only legally recognised way to define property lines. A topographic survey, no matter how detailed or accurate, doesn’t replace that.

So if your project involves redevelopment or construction, you almost certainly need a topographic survey. If you’re buying, selling, fencing, or in a dispute… that’s a boundary survey. And if your site has a complicated history, you may genuinely need both.

Your architect or engineer should be able to tell you exactly what’s required. If they can’t, make sure you sort that out before any survey money changes hands.


I don’t even know which type of survey I need, or which provider to trust

Don’t worry, most people don’t. And the industry doesn’t exactly go out of its way to make it clearer, so I will.

Here’s a simple way to think about it.

If it involves construction, design, planning, and development, you need a topographic survey.

If it involves legal property lines, transactions and disputes, you need a boundary survey.

When evaluating anyone for this work, ask three things. What equipment do you use, and what accuracy does it achieve?

What file formats will my deliverables be in (e.g., PDF, DWG, DXF, LandXML, etc.)?

And, crucially, are there any additional fees not included in this quote?

The answers will reveal a lot about whether you’re dealing with a professional operator or a box full of surprises.


What if the data is outdated, or the turnaround takes forever?

This is a legitimate risk, especially with traditional methods. A ground crew on a large site can take one to two weeks just for data collection, with processing time adding even more delay.

If you’re working toward a permit deadline or a contractor mobilisation date, that timeline puts real pressure on everything downstream.

Drone surveys change this significantly since they complete the job on the same day, and a processed 2D model is typically ready within a few working days after the flight. So the snapshots will be fresh and ready for your architect to use. No outdated snapshots from 3 weeks ago.

Why is this important?

Because there’s a lot that can happen in Singapore in three weeks.

Heavy rain can wash away soil, construction crews can dig deep holes or pile up dirt, and neighboring works can create disputes down the line.

Any minor shift occurring within that time frame can invalidate your data.

That’s why fresh reports carry their worth in gold.


Topographic surveys don’t have to be this confusing or this expensive. Most of the frustration I see comes from people who didn’t know the right questions to ask upfront, or who picked the cheapest quote without understanding what it actually included.

Know what you need. Ask for a clear scope. Make sure whoever you hire can tell you exactly what you’re getting before you agree to anything.
